Having discussed the end of the political story in week one, this week, we'll discuss the deal itself, negotiated over the past two years.  We'll talk about why this deal ultimately got done and how; how one manages a multilateral negotiation where each country has its own politics; why it took two years; whether there are elements that might work for other difficult issues; and how politics impacts a negotiation.
