William Welsh

William B. Welsh is a public policy consultant with thirty-five years experience in congressional process, executive-legislative relations, political party structure, and campaign financing. Previously, he was Legislative Director of the American Federation of State, County and Municipal Employees and Staff Director of the U.S. House of Representatives Committee on Post Office and Civil Service. Mr. Welsh was Assistant Secretary for Legislation at the U.S. Department of Health and Human Services and Assistant Secretary for Legislation and Intergovernmental Affairs at the U.S. Department of Housing and Urban Development. He has also served as Director of Governmental Affairs at AFSCME, Executive Director of the Democratic national Committee, and as an administrative assistant for Vice President Hubert Humphrey.
