Tom Fetzer was elected mayor of Raleigh, North Carolina in 1993, the first Republican elected in the city's history. He has been re-elected twice. In 1988, Mr. Fetzer was the Republican nominee for Congress. Mr. Fetzer now serves as the Vice President of the John Locke Foundation. He has also launched a private, non-profit organization, Private Initiatives in Education to develop more community learning centers in Raleigh and also to award college scholarships to top students.
