Manuel Carballo is the Acting Commissioner of the Department of Highways for the New york City Transportation Administration and the First Deputy Administrator of the New York City Transportation Administration. He previously worked in the Office of the Mayor of New York City as the Assistant to the Mayor for City Planning, Transportation, Economic Development, Finance and Municipal Services from 1970 to 1971. Mr. Carballo also was the assistant Counsel to the Governor in the Office of Counsel to the Governor of New Jersey from 1969 to 1970. From 1967 to 1969 he worked in the New Jersey Department of Community Affairs.
