Clay Thomas Whitehead is Director of the Office of Telecommunications Policy, the highest-ranking U.S. government official in communications and responsible directly to the President. Previously, Mr. Whitehead was Special Assistant to the President, exercising direct White House responsibility for the Atomic Energy Commission, NASA, maritime policy matters, and liaison with the FCC and FPC. Mr. Whitehead began his career at the Rand Corporation as a consultant, where he co-authored a recommendation to NASA on the design concept for in-space checkout of the Apollo spacecraft. After two years in the U.S. Army, he re-joined the Rand Corporation as an Economist before joining the White House.
