September 30 - Session 2: How we Got Here…the Making of the Affordable Care Act

This session would talk about the post election politics after Barack Obama’s election and special election to fill the unexpired term of Senator Ted Kennedy that lead to the congressional politics in the passage of health care reform. We will discuss from the House perspective of whipping votes to support the ACA and the senate policy fights that nearly made passage impossible. We shall further discuss the challenges of a reconciled bill that included House and Senate conflicts in the bill. Overlaying the budgetary politics that made implementation difficult because of insufficient funding in the final version.
