Are there requirements for first-time voters?

If a voter intends to use an absentee ballot when voting for the first time and is registering to vote by mail, he or she must include with the voter registration a copy of a current, valid photo ID (like a Nevada driver’s license or a US passport) or a utility or banking statement that shows the voter’s name and Nevada address. This voter is then eligible to cast an absentee ballot. If a voter did not include this identification when registering to vote by mail, he or she is not eligible to vote by absentee ballot until he or she has cast one ballot in person for any election. Exceptions apply for the elderly, the handicapped, and military personnel serving overseas.

Is permanent absentee status available?
No.
